Final Installed Capacity (FIC) Guidance for Wind Technologies V2.0
Posted 22.08.2023
LCCC has published an updated version of the Final Installed Capacity (“FIC”) Guidance for Wind Technologies.
Here's what to expect:
- FIC Notice Submission: Generators must submit a Final Installed Capacity (FIC) Notice no later than ten business days after the Longstop Date, detailing the Commissioned Installed Capacity and including supporting information that confirms the details of the assets comprising the Facility.
- Supporting Information for FIC: The document outlines the acceptable forms of evidence for the FIC Notice, which includes Take Over Certificates (TOCs) for Wind Turbine Generators (WTGs) and Electrical Balance of Plant (EBOP), as well as a Directors’ Certificate confirming the validity of the information provided.
- Options for Determining FIC: Two options are presented for determining FIC:
- Option 1: Calculating the net capacity by subtracting electrical losses and parasitic loads from the aggregate nameplate capacity of all WTGs.
- Option 2: Using the maximum output recorded at the Facility Metering System over a thirty-minute period to calculate net capacity.
- Phased Projects and Metering: For multi-phased projects, the guidance applies per phase, and specific requirements for metering and SCADA TOCs are detailed. Generators with Apportioned Metering contracts are advised to engage with LCCC early to discuss compliance.
The August 2023 update to the “Final Installed Capacity (FIC) Guidance for Wind Technologies” clarifies evidence requirements for FIC Notice and emphasises early engagement with LCCC for a smooth FIC process. It also refines the options for determining FIC, ensuring clearer compliance pathways for Generators.
