Solar PV (>5MV) Commissioning Guidance

This document provides Generators with guidance on the forms of evidence that the Low Carbon Contracts Company considers acceptable in order to demonstrate that no less than 80% of the Installed Capacity Estimate has been Commissioned.
- Operational Conditions Precedent (OCP): The guidance is designed to help Generators demonstrate that at least 80% of the Installed Capacity Estimate has been Commissioned, which is a prerequisite for issuing a Start Date Notice and commencing generation eligible for CFD payments.
- Commissioning Evidence: Generators must provide evidence of successful commissioning of the main components (PV modules, inverters, tracker system, SCADA, and EBOP) that constitute 80% of the Installed Capacity Estimate. This includes Take Over Certificates (TOCs), Commissioning Completion Certificates (CCCs), and supporting information like test results and anomalies.
- Directors’ Certificate: Alongside the technical evidence, a Directors’ Certificate is required to confirm the completion of commissioning and readiness for commercial operation. It should correspond to the specification of the equipment comprising the Facility.
- Annexes and Templates: The document includes annexes with a consolidated template for the Directors’ Certificate and a tracker to guide Generators through the OCP Solar PV Commissioning process
