The Legal team is responsible for preparing standardised contract templates, tailored to each technology and connection type.

Following an allocation round, we receive an official notification from the National Energy System Operator (NESO), and this information is uploaded into our internal contract management system, Zero.

Zero uses the data provided in the NESO notification to automatically populate the templates with project specific information, including details such as the Generator’s identity, location, project characteristics, and relevant commercial parameters.

Once the contracts have been generated, each document is reviewed by the Legal team to verify that the content is accurate and fully aligned with the information contained in the NESO notification.

For Allocation Round 7 (AR7), over 200 contracts were then issued to the relevant parties through DocuSign, within the required 10 business days from receipt of the NESO notification.

Managing this level of precision across a high volume of contracts makes the process both time sensitive and operationally demanding.

During this timeframe, we also provide support to Generators by responding to any queries they may have regarding the countersignature process for their Contract for Difference (CfD), which must also be completed within 10 business days of receipt of their CfD.

Working with teams across LCCC

Following the NESO notification, the Legal team initially collaborates closely with Scheme Operations and the Zero team to ensure that all project information is accurately uploaded and that the corresponding contracts are correctly generated within the Zero platform.

Once the contracts have been issued to Generators, the Legal team then works alongside the Contract Management team to provide support on any matters relating to the countersigning process, as well as the Initial Conditions Precedent (ICP) requirements that Generators must fulfil after signing their CfD.

Issuing contracts accurately, consistently, and efficiently

To ensure that contracts are issued accurately, consistently, and efficiently, the Legal team follows a structured quality assurance process.

Each contract template is drafted and then independently reviewed by another member of the team. Once the templates are uploaded into the Zero platform and individual contracts are generated, each contract is then crosschecked against the data contained in the NESO notification to confirm that all project specific information has been populated accurately before issuance.

The Legal team maintains consistency and quality by adhering to established processes and quality assurance controls.

By ensuring that every contract undergoes the same structured review and due diligence steps, we can deliver a high volume of contracts while maintaining accuracy, uniformity, and compliance with internal standards.

Many people outside the organisation may not appreciate the breadth of work involved in the legal process following the announcement of the allocation round results. In addition to reviewing, preparing, and issuing a high volume of contracts, the Legal team continues to manage its ongoing day to day workload.

We also provide ongoing support to the Contract Management team and assist new Generators with queries throughout the contracting and countersigning stages. Although this period brings a significant increase in activity, it remains a particularly rewarding and energising time for the team.

Impact of this work

I am particularly proud of the high level of collaboration involved in this process. Working closely with a wide range of colleagues across the organisation, as well as with external stakeholders, creates a strong sense of shared purpose.

Although time sensitive and operationally demanding, it is an energising period for LCCC, our counterparties, and the wider industry, and it is truly rewarding to contribute to a process that supports the progression of low carbon projects.

The role of Zero in delivering AR7

Digital delivery is central to how LCCC operates. Zero reflects that shift, providing a single platform that supports projects once an allocation round is complete.
