Low Carbon Contracts Company (LCCC) has signed the Revenue Collection Contract for Sizewell C, marking a major milestone in the delivery of Great Britain’s first nuclear project supported through the Regulated Asset Base (RAB) model.
The RAB model enables investors to receive a regulated return during construction and operation, lowering the cost of capital and reducing overall costs to consumers.
Once operational, Sizewell C is expected to generate reliable, low carbon electricity for around 6 million homes, while playing a central role in delivering energy security and helping to meet the country’s Net Zero targets.
As revenue collection counterparty, LCCC will manage the flow of payments between electricity suppliers and the licensed nuclear companies under the terms of the contract.
This includes ensuring payments are collected and distributed in accordance with instructions from Ofgem, and that the process is carried out transparently, fairly and efficiently.
LCCC’s role reflects its unique position as an operationally independent delivery body.
The addition of the nuclear RAB model builds on LCCC’s established track record delivering the Contracts for Difference scheme and other low carbon schemes.
On 10 June 2025, the Chancellor of the Exchequer, Rachel Reeves, confirmed £14.2 billion of government investment in Sizewell C as part of the spending review.
The project represents a strategic investment in a secure, stable and low carbon energy system for the country.
