ESC Metering Sampling Guidance

The “ESC Meter Sampling Guidance” document provides a framework for the Electricity Settlements Company (ESC) to conduct metering tests on Capacity Market Units (CMUs) using a sampling approach.

  1. Introduction of Sampling Approach: The document outlines a new Sampling Approach introduced by the Capacity Market (Amendment) Rules 2016, which allows the Electricity Settlements Company (ESC) to conduct metering tests on a sample of components within Capacity Market Units (CMUs). This approach is initially applicable to transitional capacity auctions for delivery years starting on 1 October 2016 and 1 October 2017, with the intention to extend it to all CM metering assurance.
  2. Metering Test Certificates: Capacity providers must notify ESC if they require a Metering Test and provide a Metering Statement for each component of a CMU. ESC will issue a Metering Test Certificate if the test is successful, confirming that the metering arrangements are approved. The certificate must be submitted to the Delivery Body (National Grid) by a specified deadline, and failure to do so may result in the termination of the Capacity Agreement for that CMU.
  3. Criteria for Determining Sample Size: The document specifies criteria for determining the sample size for metering tests, including general principles, trading duration of the Capacity Provider, applicant net worth, and credit rating. It also details the process for increasing the sample size in the event of a test failure and the subsequent steps for a Rectification Plan.
