Revised Guidance on Green Excluded Electricity

The guidance sets out how LCCC will administer applications from electricity suppliers seeking a determination that an amount of electricity they have supplied in Great Britain (GB) is ‘green excluded electricity’ (“GEE”), pursuant to Regulation 3 of the Electricity Supplier Obligations (Amendment & Excluded Electricity) Regulations 20152 (the “ESORegulations”).
The guidance covers:
- Removal of Exemptions: From April 1, 2023, Guarantees of Origin (GoO) will no longer be recognised by Great Britain, and the Low Carbon Contracts Company’s (LCCC) processing of GEE will end. Submissions for the current quarterly obligation must be made by September 30, 2023.
- Guidance for Suppliers: The document provides guidance for electricity suppliers in Great Britain on how to apply for a determination that an amount of electricity they have supplied is GEE, which would exempt that amount from their Contract for Difference (CfD) period contribution.
- Application and Evidence Requirements: Suppliers must apply within six months of the conclusion of the quarterly obligation period and provide evidence such as the country of electricity generation, the name of the generating station, and the proportion of electricity from renewable sources.
- Capping and Determination Process: There is a cap on the level of imported renewable electricity eligible for GEE. LCCC will determine whether the total amount of GEE exceeds the cap for the quarterly obligation period, and if so, suppliers will receive only a proportion of the determined GEE.
